Abstract
Tässä kandidaatintyössä tarkastellaan Suomen tuulivoiman nykytilaa, tiedossa olevia maatuulivoimahankkeita sekä näiden perusteella arvioitavia kehitysnäkymiä. Lisäksi työssä käsitellään haasteita ja mahdollisuuksia sähköverkon, infrastruktuurin, ympäristövaikutusten ja teknologisen kehityksen näkökulmista. Tavoitteena on antaa kattava kuva Suomen tuulivoimatilanteesta ja -hankkeista sekä tuottaa realistinen kehitysennuste maatuulivoiman kapasiteetille. Nykytilan kartoittamiseksi työssä tehdään lyhyt katsaus Suomen tuulivoiman historiasta, esitetään viime vuosien tilastot ja maantieteellinen jakautuminen, sekä perehdytään tuulivoiman merkitykseen Suomen energiantuotannossa. Tuulivoimahankkeet käydään läpi maatuulivoiman osalta, ja niihin liittyvät vaiheet ja menettelyt esitetään yksityiskohtaisesti. Tiedossa olevien hankkeiden perusteella työssä esitetään kehitysennuste vuosille 2025–2030. Arviot perustuvat neljään eri skenaarioon, joissa on esitetty hankkeiden erilaiset onnistumistodennäköisyydet. Tämän lisäksi käydään läpi muita kehitysennusteita ja vertaillaan niitä keskenään. Johtopäätöksissä todetaan, että Suomen tuulivoima on kehittynyt viime vuosina huomattavasti. Maatuulivoimahankkeita on tällä hetkellä Suomessa yli 400, joista suurin osa on arvioitu valmistuvan vuosien 2027–2029 aikana. Tulevien vuosien aikana tuulivoima kasvaa entisestään ja kumulatiivinen kapasiteetti nousee todennäköisesti 14 000–19 000 MW:iin vuoteen 2030 mennessä. Kasvua edistävät hyvä markkinatilanne, teknologian kehitys sekä kustannusten lasku. Tuulivoiman kasvu on vahvaa, mutta kestävä kehitys edellyttää haasteiden hallintaa erityisesti ympäristön, sähköverkon ja infrastruktuurin näkökulmista. Suurimpia haasteita ovat tuotannon vaihtelevuus ja sen tuoma säätövoiman riittävyys, voimaloista koituvat ääni-, välke- ja tutkavalvontahaitat, sekä vaikutus linnustoon ja lepakoihin.
