Abstract
Breuf, and to state that, in consequence of the treaty made with those Indians June 24, 1862, not having been proclaimed until after the adjournment of Congress in July last, I was unable to estimate for the $18,000 provided to be paid them in September, 1862, in compliance with the provisions of the 4th article of said treaty; and I have therefore to request that the $18,000 thus estimated for should be deemed applicable to the payment provided
