Pur ambientandosi nella Los Angeles del 1938, Penny Dreadful - City of Angels raccoglie l’eredità estetica e tematica della serie precedente. Mischiando generi come il dramma in costume, l’horror e il neo-noir, City of Angels imbastisce un affresco sociale sulla discriminazione razziale nei confronti della minoranza latino-americana, tema ancor oggi caldo nel dibattito politico USA. In questo contesto, la cornice soprannaturale della narrazione è impiegata per rendere ancora più evidente come la tragedia individuale e collettiva sia sempre una questione prettamente umana.
