Este trabalho tem por objectivo principal contribuir para a criação de um modelo renovado de formação em liderança nas Forças Armadas Portuguesas, que desenvolva as competências de liderança dos militares portugueses e que, simultaneamente, reforce o prestígio da Instituição Militar nesta área do conhecimento. Com base num modelo de análise constituído por seis variáveis, designadamente a organização, a formação, a doutrina, a formação de formadores, a investigação e a cooperação, identificam-se as lacunas e disfunções do “estado da arte” da formação em liderança nas Forças Armadas Portuguesas. O diagnóstico, circunscrito aos oficiais dos quadros permanentes, é complementado com as percepções decorrentes de entrevistas realizadas a dois universos distintos de oficiais das Forças Armadas Portuguesas. Analisam-se ainda, os desafios do futuro e os modelos de formação em liderança de países aliados, nomeadamente dos EUA, do Canadá, de Espanha e de França, identificando-se os ensinamentos mais adequados ao caso nacional. Apesar do indiscutível prestígio das Forças Armadas Portuguesas e das recentes reformas desenvolvidas no âmbito do Ensino Superior Militar, conclui-se que a Instituição Militar não dispõe de um modelo de formação em liderança devidamente estruturado e funcional, para o desenvolvimento da liderança dos comandantes e líderes do futuro. Nesse sentido, identificam-se subsídios para um modelo renovado, tendo por base alguns pressupostos, e como respostas apresentam-se várias linhas de acção para a sua operacionalização, organizadas em consonância com as variáveis do modelo. As conclusões sublinham que a formação em liderança é simultaneamente transversal, necessária, singular e útil nas (e para as) Forças Armadas Portuguesas. Destacam ainda, a necessidade de uma organização mais centralizada, com a criação de centros específicos de liderança, de uma formação descentralizada, de uma doutrina ao nível das Forças Armadas e dos Ramos, de uma formação de formadores cuidada, da necessidade de mais investigação sobre liderança em contexto militar e de mais e melhor cooperação interna e externa. Finalmente, as recomendações operacionalizam as principais linhas de acção, tendo em consideração a criação dos mecanismos de articulação funcionais entre todos os actores da formação em liderança e a certeza de que, com determinação e com confiança e sob o lema “Portugal primeiro, os Portugueses sempre”, a importância da formação em liderança nas Forças Armadas Portuguesas será certamente consolidada. Abstract: The main purpose of this work is to contribute for the creation of a renewed model of leadership training for the Portuguese Armed Forces, to improve the leadership skills of the Portuguese military officers and simultaneously, enhance the prestige of the military institution in this area of knowledge. Based on an analysis model consisting of six variables, namely organization, training, doctrine, training of trainers, research and cooperation, we identify gaps and dysfunctions of the “state of the art” of leadership training in the Portuguese Armed Forces. The diagnosis, occurring in the official permanent staff, is supplemented by insights derived from interviews with two distinct groups of officers of the Portuguese Armed Forces. We also analyze the challenges of the future and the models of leadership training of allied countries, notably the USA, Canada, Spain and France, identifying the most adequate lessons to the national case. Despite the undisputed reputation of the Portuguese Armed Forces and the recent reforms taken under the Higher Military, it was concluded that the military does not have a structured and functional model of leadership training for the development of the commanders and leaders of the future. In this sense, we identify elements for a renewed model, based on assumptions, and as answers we present some lines of action for its operationalization, organized in line with the model variables. The findings underline that leadership training is simultaneously transversal, unique and useful in (and for) Portuguese Armed Forces. They also emphasize the need for a more centralized organization, with the creation of specific centers of leadership, a decentralized training, a doctrine in the Armed Forces and in the Branches, a more cared training of trainers, the need for more research on leadership in the military context, and an improved internal and external cooperation. Finally, our recommendations identify the main lines of action, taking into consideration the creation of mechanisms of coordination between all actors in the leadership training and the belief that, with determination and confidence under the motto "Portugal first, the Portuguese people always", the importance of the leadership training in the Portuguese Armed Forces will certainly be consolidated.
