Desde inicios del siglo XXI, el gobierno venezolano ha empezado a privilegiar lo energético en su política exterior con\nmiras a crear esquemas de integración y cooperación que di eran de los planteados por el vecino del norte. En este\nsentido, Venezuela ha creado Petrocaribe con el  n declarado de disminuir las asimetrías en el acceso a los recursos\nenergéticos. Se plantea como un esquema de intercambio favorable, equitativo y justo entre los países de la región\ncaribeña y centroamericana. La cooperación venezolana es bien recibida por los países de la cuenca del Caribe y en\nmuchos casos supera la de los países que tradicionalmente les ayudaban: EUA y Unión Europea. Gracias a la ayuda\nde Petrocaribe , estos países se han acercado a Venezuela en distintos ámbitos de sus políticas exteriores; falta por\nver cuán cercanos están si son objeto de presión venezolana.
