Abstract
"Com o advento da globalização, os países perderam parcelas de sua soberania e passaram a se unir em blocos econômicos, como forma de enfrentar a economia de mercado baseada no modelo neoliberal. O Mercosul surge por meio do Tratado de Assunção, em 1991, e é formado por Brasil, Argentina, Uruguai, Paraguai, com a Venezuela em fase avançada de ingresso. O bloco pretende se tornar uma união aduaneira e até mesmo um mercado comum, embora até hoje ainda não tenha ultrapassado o estágio de zona de livre-comércio imperfeita, com um parlamento recente, sem um direito comum e com diversas restrições à adoção de um modelo calcado na supranacionalidade. Por outro lado, a cidadania não está na agenda premente dos países membros, em que pese já demonstrem pequenos avanços com a criação do parlamento do Mercosul e de políticas sociais voltadas à livre circulação do trabalho."
