"Les collectivités nordiques, dont la plupart sont autochtones, font face à de nombreux défis, notamment le coût élevé et fluctuant de l’énergie. Le manque d’accès à une énergie stable et abordable limite le développement économique et augmente le stress environnemental dans de nombreuses collectivités isolées dans le Nord canadien. Il existe environ 200 collectivités isolées qui ne sont pas connectées au réseau électrique nordaméricain, et qui dépendent du diesel pour répondre à leurs principaux besoins en électricité et en chauffage (Ressources naturelles Canada, 2018). En 2020, 682 millions de litres de diesel ont été utilisés pendant l’année pour la production d'énergie dans les collectivités hors réseau (Pembina Institute, 2020). Ceci représente des émissions de deux millions de tonnes équivalent CO2 par an pour une population d’environ 200 000 habitants. On parle donc de 10 tonnes équivalent CO2 par personne et par an, soit plus du double du Canadien moyen, qui génère 4,1 tonnes équivalent CO2 par an en électricité et en chauffage domestique (Statistique Canada, 2018).
