Abstract
The doctoral thesis studies the legal problems created by the progressive establishment of various co-payment systems for welfare state services. Previously, these services were mostly funded by tax revenues and users were not required to pay for them. This thesis first studies co-payment mechanisms and their different functions. Next, it examines current assumptions about co-payments for welfare state services introduced in recent years. In each case, the legal status is established to determine if it is a tax benefit; to examine whether or not it is suitable for the desired purpose; to make clear its advantages and disadvantages; and, finally, to determine how constitutionally appropriate it is
