Abstract

The presence of Cape Verdean natives within the civil administration is something that comes from the settlement of the archipelago. In spite of the restrictions imposed by the Kingdom since the end of the seventeenth century, with the crisis of accumulation model established, there is a persistent involvement of the people of these islands in the royal administration. This trend would gain new shapes to the modernization of society and the Cape Verdean State during the nineteenth century, when Portugal arouses to their African possessions as a result of Brazil's independence.\nFirst of all, this research paper study the genesis of modern Cape Verdean administrative elite that emerges from the combined effects of liberal reforms since the second quarter of the nineteenth century and the effective project of African overseas colonization. On the other hand, this paper presents a detailed analysis of the structural conditions that were the genesis of the formation of political and administrative elite from 1975 to 2008, by emphasizing its social base and the recruitment criteria.
