Gouvernance et adaptation aux changements climatiques dans les communautés côtières : le cas de Carleton-sur-Mer

Abstract
RÉSUMÉ: Dans le contexte des changements climatiques et des changements dans la structure de gouvernance que vit depuis 2014 le Québec, il nous parait important de mieux comprendre comment les processus décisionnels, l’adaptation et la résilience se mettent en place dans une région côtière comme celle de la Gaspésie. Lorsque nous cherchons à mieux comprendre les dynamiques de développement territorial durable dans une région côtière comme celle-ci, nous constatons que des liens apparaissent entre gouvernance, changements climatiques et la façon dont ces éléments sont intégrés dans ces milieux ruraux. Le but de ce projet de recherche est d’identifier comment la gouvernance de la municipalité de Carleton-sur-Mer, dans la baie-des-chaleurs, intègre l’adaptation aux changements climatiques (ACC) dans le cadre des aménagements côtiers qui s’y réalisent depuis 2010. À travers une série de 12 entrevues semi-dirigées avec des acteurs locaux (élus, entrepreneurs, citoyens et membres d’organismes de la société civile), nous cherchons à identifier de quelle façon les décideurs locaux intègrent l’adaptation dans le contexte des changements climatiques dans une zone côtière rurale. Nous avons réalisé une revue systématique de la littérature sur la gouvernance territoriale, les risques et vulnérabilités des zones côtières, les effets des changements climatiques, la capacité d’adaptation, les formes d’adaptation et la gestion intégrée des zones côtières ainsi que sur la résilience dans les écosystèmes côtiers. Les résultats obtenus dans ce travail révèlent une intégration partielle de l’ACC dans les dispositifs de gouvernance territoriale étudiés. \nLes résultats montrent des éléments d’intégration tels que la coopération ou le partenariat entre la municipalité et les acteurs publics et privés. Toutefois, nous notons que, pour les élus de la municipalité, la mise en place d’outils de planification, de suivi et d’évaluation de l’ACC semble être un défi à réaliser. La consultation semble être le mécanisme de gouvernance priorisé par la municipalité ce qui montre un apprentissage au niveau de la construction collective des objectifs. Toutefois, c’est plutôt une forme d’action en réaction qui a été soulignée lorsqu’il est temps d’intégrer l’ACC dans les dispositifs observés. Considering the context of climate change, in Canada’s rural eastern coastal communities, we believe it is important to better understand how decision-making, adaptation, and resilience processes are taking place. Furthermore, when we seek to better understand the dynamics of sustainable territorial development in a coastal region such as the Gaspe Peninsula, we note links between governance, adaptation to climate change and how these elements are integrated into these rural areas. The purpose of this research project is to identify how governance in the municipality of Carleton-sur-Mer integrates adaptation to climate change in its governance mechanisms as part of the coastal development they have been implementing since 2010. Through a series of 12 semi-directed interviews with local stakeholders (elected officials, entrepreneurs, citizens and members of civil society organizations), we aim to identify how local decision-makers integrate adaptation in the context of climate change in a rural coastal area. \nWe carried out a systematic review of the scientific literature about territorial governance, the risks and vulnerabilities of coastal areas, effects of climate change, adaptive capacity, adaptation and integrated management of coastal zones, as well as on resilience in coastal ecosystems. The results obtained in this research point towards a partial integration of the adaptation to climate change in the territorial governance mechanisms studied. The results reveal elements of integration such as cooperation or partnership between the municipality and public and private stakeholders. However, we note a challenge for elected municipal officials regarding setting up, monitoring, and evaluating tools for adapting to climate change. Consultation seems to be the governance mechanism prioritized by the municipality, which shows a learning process about how to integrate collective goals construction at the local level. However, some form of action-reaction management has been detected when climate change adaptation intends to be integrated within the local governance mechanisms.
