Kiinteistörekisterin pitäjän päätökset ja niiden kehittäminen

Abstract
Insinöörityössä tutkittiin kiinteistörekisteriä pitävien kuntien rekisterinpidon ja rekisterin pitäjän päätösten nykytilaa ja kehittämistarvetta. Työssä selvitettiin myös rekisteriä pitävien kuntien ja Maanmittauslaitoksen päätösten määrää ja niiden tyyppejä, ja arvioitiin näiden kehittämisen ja yleistämisen mahdollisuuksia ja vaikutuksia kuntien resurssit huomioon ottaen. \n \nInsinöörityön teoriaosassa perehdyttiin ensin Suomen kiinteistöjärjestelmän rakenteeseen ja sen osien sisältöön, minkä jälkeen tutustuttiin rekisterinpitoa tuottaviin ja ylläpitäviin tahoihin sekä rekisterinpidon tukitoimintoihin. Teoriaosassa esiteltiin myös kiinteistörekisterin pitäjän päätösten tyypit ja päätösten määriä. \n \nTyön tutkimusosassa kiinteistörekisteriä pitävien kuntien rekisterinpidon ja resurssien tilaa selvitettiin kyselyllä, joka lähetettiin kuntakohtaisesti rekisterinpitäjän päätösten parissa työskenteleville henkilöille. \n \nKyselyyn saadut vastaukset sekä keskustelut osoittivat, että kunnissa toivotaan kehittämistä päätöksin tehtäviin rasite- ja lohkomisasioihin, mutta päätösten kehittämisen tuomaan mahdolliseen resurssihelpotukseen suhtauduttiin vaihtelevin mielipitein. Kuntien työvoiman ikääntymisen koettiin olevan vakava ongelma, jota ei voida korjata pelkästään resursseja lisäämällä tai toimintatapoja kehittämällä, joten samalla vaaditaan myös maanmittausalan houkuttelevuuden lisäämistä ja koulutukseen panostamista. Keskusteluista havaittiin lainsäädännön kehittämistarve myös muun muassa kiinteistöinsinöörin pätevyysvaatimusten osalta, sillä etenkin kasvukeskuksista kaukana olevilla kunnilla ei ole pätevyyttä omaavaa henkilöä, eikä sellaista ole välttämättä edes lähikunnissa.
