Kuntien tietomalliosaaminen peruskorjaushankkeissa

Abstract
Tietomallintaminen on ollut suhteellisen vähäistä peruskorjaushankkeissa verrattuna uudisrakentamiseen. Lainsäädäntöämme ollaan kuitenkin uudistamassa siten, että se tukisi enemmän tietomallintamista ja edellyttäisi sitä muun muassa kuntaorganisaatioiden rakennuslupien yhteydessä. Suuren osan Suomen rakennuskannasta omistavat kuntaorganisaatiot, joiden peruskorjaamisen myötä tulee olemaan tarve lisätä tietomallipohjaisia hankkeita. Tämän opinnäytetyön tavoitteena oli kartoittaa kuntaorganisaatioiden tietomalliosaamisen tasoa ja tietomallintamisen yleisyyttä peruskorjaushankkeissa. \n \nOpinnäytetyön teoriaosuudessa perehdyttiin rakennushankkeiden julkiseen hankintaan, korjausrakentamiseen ja korjaushankkeen suunnittelun tietomallipohjaiseen toteutukseen. Työn tutkimus toteutettiin Webropol-kyselyn avulla, joka lähetettiin sähköpostitse yli 19 000 asukkaan kuntiin Suomessa. Tutkimus osoitettiin kuntaorganisaatioissa työskenteleville tahoille, jotka ovat mukana korjaushankkeissa tai tietomallintamisessa. \n \nTutkimuksen tulokseksi saatiin, että Suomen kuntaorganisaatioissa tietomalliosaamisen arvioitiin yleisesti olevan hyvällä tasolla, ja noin 80 % vastaajista ilmoitti tarvitsevansa koulutusta tietomallintamisen osalta. Tulosten perusteella kuntaorganisaatioissa työskentelevät ovat halukkaita kehittämään tietomalliosaamistaan. Korjaushankkeen tietomallinpohjainen toteutus havaittiin tulosten perusteella olevan vielä suhteellisen vähäisellä tasolla, mikä vastasi ennakko-olettamusta korjaushankkeiden tietomallintamisen yleisyydestä. Tietomallipohjaisen toteutuksen valintaan vaikuttivat erityisesti korjaushankkeen laajuus ja tavoitteet. Tutkimuksen ulkopuolelle jäi kustannuksien vaikutus tietomallintamisen yleisyyteen.
