The Voies Lyonnaises project, unveiled by the Lyon Métropole in 2021, aims to establish cycling as a credible alternative to individual car use across the entire territory. Based on 355 kilometers of bike lanes and 13 lines "designed as a public transport network" (to quote the City of Lyon), the Voies Lyonnaises could become a structuring mobility network. However, does cycling, on which this project primarily relies, have the capacity to serve the entire metropolitan population? To address this issue, a qualitative survey was conducted among project stakeholders. The results indicate that, thanks to high-quality infrastructure inspired by other European projects and good performance, cycling has the potential to become a mode of transport used by a significant portion of the population. Nevertheless, its main limitations, such as lack of accessibility for people with reduced mobility and low-income households, prevent it from meeting all needs. It must necessarily be complemented by public transportation options and other supporting measures.
