L’objectif de l’article professionnel est de brosser un portrait sommaire de la réalité de l’éducation de langue française en contextes minoritaires francophones sur l’ensemble du territoire canadien. L'auteur met en valeur la structure politique de la Fédération nationale des conseils scolaires francophones et un élément administratif représenté par le Regroupement national des directions générales de l’éducation. Ces deux acteurs contribuent à assurer le maintien et l’épanouissement des communautés où se trouvent 170 000+ élèves inscrits dans 700+ écoles de langue française partout au pays (à l'exception du Québec). La jurisprudence occupe une place centrale dans l'article permettant au lectorat de se renseigner sur l’essentiel des quatre principales causes qui ont fait l’objet de jugements à la Cour suprême du Canada en matière de droit à l’éducation de la minorité de langue française entre 1990 et 2003. L’objet, l’interprétation et la portée de l’article 23 bouclent le tout.
