Dalam buku ini diuraikan konsep kebijakan publicc, proses kebikajan, evaluasi kebijakan serta berbagai teori implementasi mulai dari teori generassi pertama (Top-down), teori generasi ke dua (Button-up), teori generasi ke dua (Botton-up), teori generasi ketiga (Sintetis), juga membahas secara lengkap teori yang menyebabkan perubbahan kebijakan yakni teori ACF (Advocation coalition Framework). Buku ini diluncurkan dengan harapan agar para pembaca dapat memahami berbagai konsep dan teori dalam kebijakan public untuk dapat dijadikan sebagai konsep alternative dalam mengkaji ilmu administrasi public pada khususnya dan ilmu sosial dan ilmu politik pada umumnya.
