Abstract
Depuis le milieu des années 1990, le Canada et les États-Unis cherchent à intégrer leur frontière. Les attentats du 11 septembre 2001 ont eu pour effet d’accélérer un processus de transformation déjà amorcé. Au coeur de l’intégration frontalière réside la création du périmètre de sécurité nord-américain, qui vise à renforcer les mesures de sécurité transfrontalières. Avec l’arrivée du président Barack Obama à la Maison-Blanche en 2009, les négociations entourant le périmètre de sécurité ont été relancées. Celles-ci ont mené en 2011 à la signature du Plan d’action « Par-delà la frontière : une vision commune de la sécurité du périmètre et de la compétitivité économique » avec le premier ministre du Canada Stephen Harper. Toutefois, la définition de ce concept demeure imprécise plus de dix ans après septembre 2001, et plusieurs questions restent sans réponse, comme celle de la participation du Mexique au périmètre de sécurité.
