Abstract
Opinnäytetyön tarkoituksena oli selvittää tiekuntien toimivuutta Etelä-Pohjanmaan metsäkeskuksen toimialueella. Tutkittava alue tarkentui erityisesti Etelä-Pohjanmaan metsäkeskuksen Kauhajoen aluetoimiston toimialueeseen, Kauhajoen lisäksi tutkittava toimialue sisälsi Teuvan, Jurvan, Isojoen sekä Karijoen. Toimialueen tiekunnista valittiin 30 hoitokunnan puheenjohtajaa tai toimitsijamiestä, joista tutkimukseen vastaamaan valittiin 20. \n \nTyön tavoite oli selvittää vastaajien näkemyksiä tiekuntansa toiminnasta, vastaajan näkemyksiä hänen omasta sekä muiden osakkaiden toiminnasta sekä millaisesta tiestä kyseinen tiekunta huolehti. Tutkimus toteutettiin pääasiassa henkilökohtaisilla käynneillä hoitokuntien puheenjohtajien tai toimitsijamiesten luona. Vastaajien antamia tietoja kerättiin tiekunnittain avoimella tiedonkeruulomakkeella, joka sisälsi myös vastausvaihtoehtoisia kysymyksiä. Vastausvaihtoehto kysymykset toimivat eräänlaisena runkona aineiston keruulle, jolla pyrittiin varmistamaan samojen perusasioiden selvittäminen tiekunnittain. \n \nTutkimuksessa saadut tulokset ja niiden pohjalta tehdyt päätelmät selventävät hyvin tiekuntien nykyistä tilannetta. Vastaajien antamista vastauksista selvisi, että tiekuntaan ja tien hoitoon liittyvät asiat kiinnostivat selvästi suurinta osaa. Useat vastaajat aikoivat kuitenkin jättäytyä lähiaikana tehtävästä pois ikänsä vuoksi ja toivoivatkin nuoremmalta sukupolvelta kiinnostusta asioiden hoidossa. Pysyviä ongelmia ei ollut havaittavissa, pienempiä ongelmia ja erimielisyyksiä sen sijaan oli ollut, mutta niihin oli pystytty puuttumaan ja asiat ratkaisemaan. Useat vastaajat toivoivat kuitenkin lisäkoulutusta, etenkin juuri tehtäviin valituille henkilöille, joilla ei kokemusta vielä ollut kertynyt. Melkein kaikki tiekunnat kuitenkin ilmoittivat, että aikoivat jatkaa toimintaansa tähänastisen toimintamallin mukaan.
