The last quarter of the 20th century is a time when public administrationreforms have been implemented to make public administration more efficient and productive.In thesame period, the concept of good governance / governance, which was used for the first time by theWorld Bank as a new approach in the field of management, emerged. The good governance /governance quality that an individual country possesses affects the management of the state andpublic institutions positively as well as positively affects the economic sphere. In this study,developed by the World Bank "governance indicators" with the relationship between social welfare,the United Nations Development Program (UNDP) 's based on the Social Development Index andHuman Development Index Turkey and the other five developing countries (China, India, Mexico,Brazil, Greece and Russia) will be analyzed and analyzed. On the one hand, the New InstitutionalEconomics approach will be exploited from public administration theory on the other hand. Theresult of the study is that in general the creation and maintenance of Governance principles hasincreased social welfare both in economic and development terms.
