Abstract
The word of Zuhma; as a name of toponym, has been discovered in historical recordings for the first time in a Hittite treaty, the text of Mita of Pahhuwa (KUB XXIII 72 + KUB XL 10 + KBo L 66 + KBo L 216 + KBo L 218) in the last quarter of 15th century B.C.E. Later, after 12th century B.C.E the same territory appears as Suhmu, Suhme and Suhne/i in Assyrian cuneiform recordings. According to the new Assyrian resources; this area is the land, where can be arrived aftercrossing Murat river from south to north. Written documents indicate that the land of Suhme/Suhne/i has been located on Bingöl and its vicinity. Bingöl, where has been come under the domination of Urartu with the period of King Menua (810-785 B.C.), as understood from Urartian cuneiform documents has been divided into small administrations.
