Abstract
El Protocol de Kyoto, firmat a Nova York el 29 d'abril de 1998, va assignar als diferents pasos de l'annex I del Conveni Marc de Nacions Unides sobre el Canvi Climtic (CMNUCC) 1 els percentatges de reducci d'emissions de gasos amb efecte d'hivernacle.En el seu article 3, el Protocol assenyala que els diferents pasos (o parts) s'han d'assegurar, de forma individual o conjunta, que les seves emissions de gasos amb efecte d'hivernacle derivades de l'activitat humana agregades no excedeixin de les quantitats que se'ls atribueix, tal com es consigna a l'annex B del mateix Protocol 2 , amb l'objectiu de reduir el total de les seves emissions com a mnim en un 5% per sota dels nivells que hi havia el 1990, en el perode comprs entre 2008 i 2012.D'aquesta manera els compromisos quantificats adquirits amb la ratificaci del Protocol de Kyoto de limitaci o reducci de les emissions de gasos amb efecte d'hivernacle queden de la manera segent:
