Demokratiaa vahvistamassa : Tapaustutkimus Suomen viemästä demokratiaprojektista Nepaliin 1996–2000

Abstract
1990-luvun alussa koko maailmaa koskettivat kylmän sodan päättymisen myötä herännyt ajatus demokratian voitosta ideologioiden välisessä kilpailussa. Tuona aikana hyvin monet autoritaariset valtiot kääntyivät demokratian suuntaan, näiden joukossa Nepal. Samanaikaisesti useat länsimaat omaksuivat demokratian ja hyvän hallinnon arvoiksi, joita kehitysyhteistyössä haluttiin levittää entisestään. Myös Suomi omaksui nämä arvot omaan kehityspolitiikkaansa erityisesti Euroopan Unioniin liittymisen myötä. Suomen ja Nepalin välinen kehitysyhteistyö oli tässä vaiheessa kestänyt jo parikymmentä vuotta, mutta se oli aina pääasiallisesti suuntautunut enemmän konkreettisille sektoreille, kuten energiaan tai metsäalaan. Tässä uudessa tilanteessa kuitenkin päätettiin suunnata Suomen toimeenpanema demokratiaprojekti Nepaliin. Koska tämäntyyppistä pelkästään yhteiskunnallista projektia ei ollut vielä aikaisemmin Nepalin kanssa tehty, jouduttiin hyvin monet asiat suunnittelemaan ja toteuttamaan ensimmäistä kertaa. Tutkielmassa tarkastellaan demokratiaprojektia aikavälillä 1996–2000 sisällönanalyysin sekä politiikkaprosessin keinoin käyttämällä Ulkoministeriön arkiston Nepal-kansioita. Näin ollen saadaan selville, mitkä tekijät vaikuttivat projektin muovautumiseen ja millaisia vaatimuksia mukaan otetuille demokratiahankkeille asetettiin. Tutkielman lopussa pohditaan sitä, onnistuiko verrattain abstraktin asian kuin demokratian sitouttaminen projektimuotoiseen toimintaan ja tuottivatko rahoitetut hankkeet toivottua lopputulosta.
