En los ultimos treinta años se han venido presentando una serie de cambios en el mundo a nivel social, económico, político y tecnológico, los cuales han contribuido a la formación de nuevas estructuras, organizaciones y sistemas más flexibles, capaces de adaptarse a la complejidad y exigencias del entorno en el cual se desenvuelven.
