Abstract
Infrasruktur jalan merupakan kebutuhan yang penting dalam angkutan jalan. Kinerja yang telah disediakan pada sebuah sistem transportasi jalan dapat mencapai sebuah sasaran-sasaran pokok di suatu sistem transportasi jalan. Jalan sangat berperan penting di kalangan masyarakat karena jalan merupakan suatu alat yang mempunyai fungsi dalam memberikan konektivitas antara masyarakat yang satu dengan yang lainnya dan juga pekerjaan satu dengan lainnya melalui jalur darat. Penelitian ini bertujuan untuk menganalisis mengenai proses implementasi strategi Dinas Pekerjaan Umum dan Tata Ruang Kota Metro dalam pembangunan infrastruktur jalan. Penelitian ini merupakan penelitian kualitatif deskriptif yang dikaji menggunakan teori implementasi strategi menurut Hunger dan Wheelen dengan indikator yaitu program, anggaran dan prosedur. Hasil penelitian ini menunjukkan implementasi strategi Dinas Pekerjaan Umum dan Tata Ruang Kota Metro dalam pembangunan infrastruktur jalan telah dilakukannya pembangunan jalan, namun pembangunan jalan belum semuanya dapat terealisasi dikarenakan keterbatasan anggaran. Pada kegiatan pembangunan jalan menggunakan acuan SOP dalam menjalankan tugas operasional pembangunan jalan. \nKata Kunci: Program, Anggaran, Prosedur \n \nRoad infrastructure is an important requirement in road transportation. The performance that has been provided in a road transportation system can achieve a basic goal in a road transportation system. Roads play an important role in the community because roads are a tool that has a function in providing connectivity between one community and another and also work with one another by land. This research aims to analyze the process of implementing the Dinas Pekerjaan Umum dan Tata Ruang Metro city strategy in road infrastructure development. This research is descriptive qualitative research which is studied using strategy implementation theory according to Hunger and Wheelen with indicators namely program, budget and procedures. The results of this research show that the implementation of the Dinas pekerjaan Umum dan Tata Ruang Metro City strategy in road infrastructure development has been carried out through road construction, but not all road construction has been realized due to budget limitations. In road construction activities, SOP references are used in carrying out road construction operational tasks. \nKeywords: Program, Budget, Procedure
