Abstract
Kesehatan merupakan hak asasi manusia dan salah satu unsur kesejahteraan yang harus diwujudkan sesuai dengan cita-cita bangsa Indonesia, sebagaimana dimaksud dalam Pancasila dan Undang-Undang Dasar Negara Republik Indonesia tahun 1945. Berkaitan dengan hal itu, Undang-Undang Republik Indonesia Nomor 36 Tahun 2009 tentang kesehatan menyatakan bahwa derajat kesehatan masyarakat yang setinggi-tingginya dicapai melalui penyelenggaraan pembangunan kesehatan. Promosi kesehatan adalah upaya untuk memberdayakan atau memandirikan masyarakat untuk memelihara dan meningkatkan kesehatannya melalui proses pembelajaran agar masyarakat dapat meningkatkan kesadaran, kemauan, dan kemampuan untuk berperilaku sehat. Tujuan promosi kesehatan adalah untuk meningkatkan pengetahuan masyarakat, meningkatkan perilaku masyarakat dan meningkatkan status kesehatan masyarakat. Menurut Ottawa Charter (1986), terdapat lima level promosi kesehatan yaitu, kebijakan berwawasan kesehatan, lingkungan yang mendukung, kegiatan masyarakat, keterampilan individu, dan reorientasi pelayanan kesehatan. Promosi kesehatan dilakukan untuk meningkatkan derajat kesehatan masyarakat. Salah satu upaya pemerintah untuk meningkatkan derajat kesehatan pada masyarakat adalah program Perilaku Hidup Bersih dan Sehat (PHBS) yang tertuang dalam Peraturan Menteri Kesehatan Republik Indonesia Nomor: 2269/ MENKES / PER / XI/ 2011 yang mengatur upaya peningkatan Perilaku Hidup Bersih dan Sehat (PHBS) di seluruh Indonesia dengan mengacu kepada pola manajemen PHBS.
