Abstract

The Welfare state crisis and the importance given to insecurity on the political agenda have led many to emphasize the growing role of punishment as a social regulation and control mechanisms. This paper examines how this contention applies to four countries. To do so, we review the political statements and legislative changes on one hand and the use of prison and community sanctions on the other hand. The extension of the penal net is noticeable in the four countries under study through both a growing severity of punishment for serious offences and a significant development of community sanctions. Additional or alternative, depending on period and countries, community sanctions and the political and practical ambivalence they are subjected to shed light on the concept of bifurcation.
