Abstract
Il y a moins d’une année, nous avons écrit que le modèle québecois évoluait vers un modèle partenarial élargi qui incluait la société civile, un modèle différent du néolibéralisme (sans doute nous avions ajouté un point d’interrogation à cette affirmation pour indiquer qu’il s’agissait d’une tendance, non d’un fait accompli). Suite à l’arrivée au pouvoir du Parti libéral du Québec et aux orientations qu’il a prises, nous devons prendre acte d’un changement radical de conjoncture politique pour questionner nos analyses antérieures sur le devenir du modèle québecois. Comme le développement régional et local constitue une composante du modèle québécois, il est possible d’établir à grands traits une périodisation des 40 dernières années d’intervention dans ce domaine.
