Si la question de la liste civile demeure un point de litige politique dans la colonie, celle, plus républicaine, du caractère non élu des membres du Conseil législatif, qui sont nommés par le gouverneur, occupe le devant de la scène après 1830. Prenant modèle sur le caractère électif des membres du Congrès des États-Unis, Papineau (voir Louis-Joseph PAPINEAU, Un demi-siècle de combats. Interventions publiques, choix de textes et présentation par Yvan Lamonde et Claude Larin, Montréal, Fides, 1998, p. 152-173) et Parent cherchent à lever l’antagonisme politique entre la Chambre d’assemblée et le Conseil législatif. Mais à la différence de Papineau qui n’évoque que très rarement un éventuel Gouvernement responsable pour la colonie comme pour la métropole, Parent esquisse déjà le projet « d’un ministère provincial ». L’idée est importante chez Parent : c’est cette conscience de l’importance stratégique du Gouvernement responsable qui finira par le rapprocher de La Fontaine, après avoir été l’un des grands opposants au projet d’Union de 1840.
