Qual o efeito da qualidade da burocracia na promoção da inovação em municípios brasileiros? Este trabalho responde a essa questão ao propor um novo Índice de Qualidade da Burocracia Municipal (IQBM), mensurado a partir de três dimensões: nível de escolaridade, terceirização e politização. A hipótese central da tese sustenta que quanto mais qualificada for a burocracia maior a probabilidade de um município brasileiro inovar. Além disso, foram identificadas outras variáveis que contribuem para aumentar a chance da promoção de uma nova ideia, como o alinhamento político, a receita municipal e, algumas características dos prefeitos, como idade, escolaridade e possibilidade de reeleição. Metodologicamente, o desenho de pesquisa utiliza a técnica de análise de componentes principais para criação do IQBM e a regressão logística para identificar a influência exercida pelo indicador sobre as chances dos municípios inovarem. Foi construído um banco de dados original, compilado a partir de informações disponibilizadas pela Pesquisa de Informações Básicas Municipais (MUNIC) realizada pelo IBGE, Tribunal Superior Eleitoral, Tesouro Nacional e SEBRAE Nacional. Os principais resultados indicam que: (1) municípios com uma burocracia mais capacitada têm uma maior chance de promover políticas ou programas inovadores e, (2) que existe uma influência positiva do alinhamento político e da receita municipal sobre as chances dessas unidades subnacionais inovarem. Esta investigação contribui para a literatura sobre o tema por apresentar um caráter original ao criar um indicador que mensura a qualidade da burocracia para os municípios brasileiros (IQBM) inferindo sobre a probabilidade deles inovarem.
