Le présent rapport de recherche aborde et traite cinq types d’information. Dans un premier temps, un état de la situation est brossé sur le rapport entre citoyenneté et multiculturalisme tel que vécu et présenté au Canada. Dans un deuxième temps, un portrait socioéconomique des trois quartiers constitutifs de l’arrondissement Villeray—Saint- Michel—Parc-Extension est présenté. Dans un troisième temps, un état de situation est fait sur la vie associative présente dans les trois quartiers. La dimension communautaire au sein de la société civile présente dans l’arrondissement est au cœur de cet état de situation. Dans un quatrième temps, le contexte d’émergence et de développement à Montréal de l’outil de gouvernance locale que représentent les tables de concertation de quartier est décrit. Enfin, nous présentons cinq monographies que nous avons réalisées sur des organisations locales en tenant compte de notre questionnement sur la question du multiculturalisme et de la démocratie locale.
