Dolgozatom egy sportdiplomáciai és intézménytörténeti elemzés az OTSH és a magyar sportirányítás hidegháború alatti tevékenységéről, kiemelve az 1980-as és 1984-es csonka olimpiákat. A nemzetközi konfliktusok és politikai csatározások mindig is befolyásolták az újkori nyári olimpia játékok eseményeit. Magyarország történetét tekintve 1956 és 1986 között egy nagyon viharos, küzdelmekkel teli periódust látunk.Az 1956-os szabadságharcot követő megtorlások után konszolidálódott kommunista rendszer nagy hatással volt az államberendezkedésre, gazdaságra, társadalomra, és a kultúrára, így a sportra is. Egypártrendszert, központilag vezérelt kormányzást látunk, szovjet fennhatóság alatt, egészen 1989-ig. A sportirányítás modellje is a szovjetek TSB rendszerén alapult. 1973 és 1986 között a magyar sportirányítást direkt irányítás alá vonták, a legfőbb sportért felelős szerv az Országos Testnevelési és Sporthivatal lett. A Magyar Olimpiai Bizottság már az 1948-as kommunista hatalomátvételt követően mindössze formális szerepet töltött be a magyar sportirányításban. A szovjet rendszerben a nemzeti olimpiai bizottságoknak nem volt lehetőségük beleszólni érdemben a sportirányítás kérdéseibe. Dolgozatom bemutatja az OTSH intézménytörténetét és szervezeti felépítését, áttekintést nyújt a legfontosabb sportvezetők szerepéről és életéről, valamint általános képet ad a kommunista rendszer magyar sportirányításáról. \nA második világháború után, attól függetlenül, hogy a világ bipolárissá vált, a sport megpróbált felülkerekedni a politikai, társadalmi és ideológiai határokon és különbségeken, amelyek a két blokk országait jellemezték. Az 1980-as években Szovjetunió és az Egyesült Államok közötti konfliktus újra kiéleződött, ennek következtében az olimpiai játékok folyamatos nemzetközi konfliktusok színterévé váltak. Politikusok, diplomaták, később történészek újra definiálták a bojkott szó jelentését. Az 1976-as montréali nyári olimpiai játékok már csonka eseménynek számítottak, de a konfliktusok az 1980-as és 1984-es moszkvai és Los Angeles-i olimpiák idején csúcsosodtak ki. Los Angeles esetében rengeteg magyar sportoló karrierje ment tönkre. A Magyar Szocialista Munkáspárt gondosan kontrollálta és kézben tartotta a bojkott körül zajló eseményeket. Minden állami intézmény, különösen az Országos Testnevelési és Sporthivatal (OTSH) kollaborált a szovjetekkel. Voltak néhányan, akik próbáltak kiállni az olimpiai részvétel mellett, a pártfegyelem végig működött, így kísérleteik reménytelenek voltak. A Szovjetunió rendkívül szigorú propagandát és döntési mechanizmust közvetített a nyugati országok és saját tagországaik felé, amelyről jól tanúskodnak a magyar és nemzetközi sajtótermékek anyagai is. Kompenzáció gyanánt a szocialista országok sportolói számára megszervezték a Barátság Játékokat, de ezek a versenyek nem pótolhatták az olimpiai hiányérzetet azokban, akik a bojkott miatt nem utazhattak Los Angelesbe. Az olimpiától való távolmaradás az egész sporttársadalmat megviselte. A nyári olimpiai játékok a politika áldozatává váltak az 1980-as években, hogy aztán a hamvakból egy teljesen új arculatú eseménysorozatot ismerhessen meg a világ. \nÍrásom módszertanilag egy forráskritikai alapon megalkotott, nagy terjedelmű elemzés a magyar sportirányításról. Módszereim elsősorban a levéltári anyagok felhasználásán, a sajtóanyag feltárásán, személyes interjúkon, és a szakirodalmi elemzésen alapultak. A formai követelmények betartásával a szövegtörzs bő két és félszáz oldalas, a szakmai precizitásról több, mint 800 lábjegyzet gondoskodik. Kutatásom gyökerei majdnem tíz éves múltra nyúlnak vissza. A dolgozatomban fontos szempontot képezett a sportvezetők, a pártszervek összefonódása a sportot érintő döntési mechanizmusokkal. \n \nMy dissertation is a sports diplomacy and institutional history analysis of the Cold War activities of the OTSH and Hungarian sports management, highlighting the boycotted Olympic Games of 1980 and 1984. International conflicts and political battles have always influenced the events of the modern Summer Olympics. Looking at the history of Hungary, between 1956 and 1986 we can see a very turbulent period with a lot of struggles. After the retaliation that followed the 1956 War of Independence, the consolidated communist regime had a major impact on the state system, economy, society, and the culture, including sports. We see a one-party system, centrally controlled government, under Soviet rule, until 1989. The model of sports governance was based on the Soviet TSB system. Between 1973 and 1986, the Hungarian Socialist Workers’ Party introduced direct sports management. The National Office of Physical Education and Sports (OTSH)became the organization which was responsible for sports management. The Hungarian Olympic Committee (MOB) has been on the carpet since the communist takeover in 1948. In the Soviet system, the national Olympic committees did not have the opportunity to have any meaningful words in sports governance issues. My dissertation introduces the institutional and organizational structure of the OTSH, provides an overview of the role and life of the most important sports leaders, and gives a general picture of the Hungarian sports management of the communist system. \nAfter World War II the world became bipolar, but sport tried to overcome the political, social, and ideological boundaries and differences which characterized the countries of the two blocs. In the 1980s, the conflict between the Soviet Union and the United States escalated again. As a result, the Olympic Games became the scene of ongoing international conflicts. Politicians, diplomats, and later historians redefined the meaning of the word “boycott”. The 1976 Montreal Summer Olympics were already a truncated event, but the conflicts culminated during the 1980 and 1984 Olympics, in Moscow and Los Angeles too. In the case of Los Angeles, the careers of many Hungarian athletes were ruined. The Hungarian Socialist Workers' Party carefully controlled and supervised the events surrounding the boycott. All state institutions, especially the National Office of Physical Education and Sports (OTSH), collaborated with the Soviets. There were a few sports leaders who tried to stand up for Olympic participation, party discipline worked all the way, so their attempts were hopeless. The Soviet Union transmitted extremely strict propaganda and a decision-making mechanism to the Western countries and their own member states. Materials of the Hungarian and international press products verify this. As a compensation, the Friendship Games were organized for athletes from socialist countries, but these competitions could not make up for the lack of Olympic in those athletes who could not travel to Los Angeles because of the boycott. Absence from the Olympics has plagued the entire sports community. The Summer Olympics became a victim of politics in the 1980s, but then the world could experience a whole new series of events from the ashes. \nMy dissertation is an immense analysis of the Hungarian sports management,strictly on a source-critical basis. My methods mainly consisted of using a wide range of archival material, the exploration of press material, personal interviews, and literature analysis. Observing the formal requirements, only the main text is more than two and a half hundred pages, and more than 800 footnotes ensure professional precision. The roots of my research go back almost ten years. An important aspect of my dissertation was the intertwining of sports leaders and party committees with decision-making mechanisms which affected sports.
