Het Protocol van Kyoto bij het Raamverdrag van de Verenigde Naties inzake klimaatverandering is ogenschijnlijk succesvol. De collectieve doelstelling van het protocol om de broeikasgasemissies te reduceren wordt waarschijnlijk gehaald en het onafhankelijke toezicht op de naleving van het protocol blijkt effectief.
