Abstract
La primera mina antipersonal fue creada por un ingeniero ruso en 1855, se manipularon como protección de las llamadas minas antiataque. A partir de 1945, las minas se crearon bajo preceptos de: eficacia, tamaño, y detectabilidad. La utilización de este artefacto se convirtió en un problema para el mundo, y en respuesta a este conflicto internacional se creó la Convención de Ottawa. En territorio Colombiano desde 1990 comenzó a incursionar con esta práctica, y en los últimos 15 años las víctimas pasaron de 20 a mil por año, cifra que afecta el cumplimiento de los DDHHH y lleva al país a ocupar el tercer lugar en el mundo después de Camboya y Afganistán.
