Abstract
Kentsel alanda hareketliliğin etkin şekilde sağlanması kaçınılmaz bir ihtiyaçtır. Bu ihtiyacın hangi ulaşım türü ile gerçekleştirildiği de çevresel sürdürülebilirlik açısından oldukça önem kazanmaktadır. Bir kentsel alanda hareket ederken, mesafeye bağlı olarak bunun bisiklet ya da yürüme ile ya da özel otomobil ile yapılması gelecek için sürdürülebilir bir çevre, sosyal doku, ekonomik denge ve yaşanabilir kentsel mekanların sağlanması açısından oldukça belirleyici olmaktadır. Bu noktada kentsel ulaşım için neyi artık sürdüremeyeceğimizi, sürdürülemez ulaşımın ne anlama geldiğini ve sürdürülebilir alternatiflerinin neler olabileceğini tartışmak kent planlama disiplinine ve kentsel politika yapım süreçlerine katkı sağlamak açısından belirleyici bir konumda olacaktır. Bu çalışmada kentsel ulaşımda özellikle çevresel açıdan sürdürülemez unsurlar belirtilecek ve bu sürdürülemez ulaşımın en temel gerekçesi olarak otomobil bağımlılığı kavramı açıklanacaktır. Çevresel sürdürülebilirliğin sağlanması için otomobil bağımlılığından kurtulmanın çözümünde bisikletli ulaşımın öneminden bahsedilerek bisikletli ulaşım konusunda Amsterdam ve Kopenhag, gibi bisikletli ulaşım denilince ilk aklan gelen öne çıkan Avrupa kenti örneklerinin yanında bisiklet kültürünün benimsenmesi adına önemli adımlar atılan Münih, Paris, Montreal ve Türkiye’den Ankara kentleri incelenecektir. Araştırmada temel amaç, güvenli, kapsayıcı ve planlı bisikletli ulaşımın Türkiye kentlerinde otomobil bağımlılığının yarattığı çevresel sorunların çözümünde etkin rol oynayabileceğini ortaya koymaktır.
