Abstract
This issue deals with changes in the communication of public organizations in order to understand its contemporary characteristics. To the construction of the representation of public action and its policies are added new uses leading to rethinking public communication, that is to say its role and its professionalization. Its modalities follow the increase in its areas of intervention. Its contexts and ecosystems are seen on a French, French-speaking (Canadian, Algerian and Congolese) international scale with an Italian focus, which makes it possible to discern significant constancies, a normative isomorphism in relation to France with particular variations.The place and role of public communication are questioned by the managerial model which has been strengthening since the 1980s, then Participation and Design are evolving the professional field of communication of public organizations by broadening the field of action of organizational communication. Likewise, the growing importance of digital issues impacts the communication of public organizations, in terms of service management or change and modernization of communication media, but also, participation, the legal and practical framework for the use of digital platforms. by public actors.A paradigm shift takes place by adding to the bureaucratic model (oriented on means and normative control), the managerial model (oriented on results). Thus, new managerial watchwords are present in the field of public organizations. Like environmental issues which today seem to impact public communication to ensure more responsible actions, integral parts of the general societal interest today associating a managerial image with the representation of public institutions. Also, situating public communication means being able to report and analyze the transformations in progress.This issue bears witness to the obvious developments in public communication, reflecting the spirit of the times and political and institutional issues. Communication constitutes a growing sign of new modes of operation of public organizations, but also a stated concern for efficiency in public action. This is the subject of the texts grouped in this issue, around four axes resulting from these developments. The first addresses the importance of the State in the area of communication. The second presents the communication uses used in crisis prevention or cure. The third deals with skills issues for professionalization. The fourth highlights new fields of communication by public organizations. This invites us to continue understanding and analyzing the professionalization of public communication.
