Lors de la réforme de la Sécurité du revenu en 1996, Québec a fait le pari de revoir fondamentalement ses approches en matière d’intervention auprès des personnes sans- emploi. Avec la ratification de l’entente Canada-Québec relative au marché du travail en 1997, le gouvernement du Québec devient le maître d’œuvre de sa politique d’emploi. Un profond bouleversement se manifeste à tous les niveaux. On institue Emploi-Québec et la Commission des partenaires du marché du travail. Une nouvelle forme de gouvernance associative va voir le jour. Ce cahier présente les résultats d’une recherche qualitative menée dans le cadre de la maîtrise en intervention sociale de l’UQAM. Il tente de cerner les effets des transformations sur les dynamiques partenariales entre les acteurs étatiques et les organismes communautaires du champ de la main-d’œuvre.\nLes organismes communautaires œuvrant en développement de l’employabilité et en insertion socioéconomique constituent un imposant levier pour la prestation de services complémentaires aux Centres locaux d’emploi (CLE). À partir d’une dizaine d’entrevues réalisées auprès d’acteurs publics, communautaires et politiques, nous mettons en relief certaines des propriétés émanant de la gestion partenariale à Emploi-Québec en regard de l’implication des organismes communautaires d’insertion dans la mise en œuvre de la Politique active du marché du travail. La séquence historique examinée débute avec la réforme de la Sécurité du revenu de 1996 et se termine avec la fin du règne du Parti québécois, en 2003.
