Abstract
Los países centroamericanos y sus municipalidades tienen que afrontar en los próximos años el reto de lograr una mayor cobertura y calidad de los servicios básicos, así como mejorar el entorno territorial para incentivar las actividades productivas y fortalecer el desarrollo y la competitividad local. Para lograrlo en el mediano y largo plazo, es necesario vencer un buen número de obstáculos, algunos de ellos planteados en este trabajo. Al respecto, este estudio comparativo sobre la descentralización fiscal en la región, está dividido en dos partes. La primera hace un recorrido por el marco constitucional y legal de lo fiscal y las políticas de descentralización, redactadas y desarrolladas en los distintos países de la región, aborda el tema de los municipios pequeños y la brecha fiscal, analiza las competencias municipales de grado menor, los esfuerzos en el fortalecimiento fiscal municipal y la existencia de otros recursos para la inversión municipal. La segunda parte contiene las conclusiones y plantea los principales desafíos que los países centroamericanos tienen que enfrentar si quieren avanzar en la descentralización fiscal.
