Abstract
Anak seringkali menjadi korban kasus kekerasan, sehingga menyikapi hal tersebut pemerintah menggagas suatu kebijakan yang dinamakan PATBM, sebuah gerakan yang melibatkan partisipasi masyarakat untuk mencegah kekerasan pada anak sehingga hak-hak anak dapat terpenuhi dan angka kekerasan pada anak dapat menurun. PATBM di Kota Bandar Lampung sudah terbentuk dari tahun 2017 dan tersebar diseluruh kecamatan maupun kelurahan. Seiring berjalannya PATBM, kasus kekerasan terhadap anak yang terlaporkan tetap mengalami peningkatan setiap tahunnya. Melihat fenomena tersebut penelitian ini bertujuan untuk memperoleh Analisa dan deskripsi evaluasi terkait pelaksanaan kebijakan Perlindungan Anak Terpadu Berbasis Masyarakat (PATBM) pada Dinas Pemberdayaan Perempuan dan Perlindungan Anak (PPPA) Kota Bandar Lampung. Data penelitian diperoleh dari hasil wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa kebijakan PATBM di Kota Bandar Lampung sudah berjalan sesuai dengan peran, tugas dan fungsi nya. Beberapa kegiatan yang terimplementasikan melalui PATBM dimasyarakat yaitu sosialisasi terkait hak anak, pola asuh anak, pencegahan kekerasan pada anak, pelayanan dan penanganan cepat pada kasus kekerasan yang terjadi, kegiatan sosial bersama kelurahan serta pendataan kasus kekerasan yang terjadi dan tertangani. Namun dalam pelaksanaannya di lapangan masih belum maksimal dan optimal untuk mencapai tujuan yang telah ditetapkan. Hal tersebut disebabkan karena adanya keterbatasan sumber daya, para kader PATBM yang turun kelapangan hanya ketika terdapat kasus kekerasan, tidak ada nya jadwal rutin untuk pelaksanaan kegiatan dan evaluasi kebijakan PATBM oleh Dinas PPPA dan para kader PATBM, minimnya pengawasan terhadap target capaian yang ditetapkan. Dengan demikian upaya yang dapat dilakukan Dinas PPPA dapat bekerja secara transparan terhadap respon masyarakat, mengarahkan dan mengoptimalkan penggunaan anggaran, meningkatkan kegiatan rutin dan memberikan target capaian kerja yang terencana dalam pelaksanaan kebijakan PATBM. PATBM in Bandar Lampung City has been established since 2017 and is spread across all sub-districts and villages. Along with the implementation of PATBM, reported cases of violence against children continue to increase every year. Seeing this phenomenon, this study aims to obtain an analysis and description of the evaluation related to the implementation of the Integrated Community- Based Child Protection (PATBM) policy at the Women's Empowerment and Child Protection (PPPA) Service of Bandar Lampung City. Research data were obtained from interviews, observations, and documentation. The results of the study indicate that the PATBM policy in Bandar Lampung City has been running in accordance with its roles, duties and functions. Some activities implemented through PATBM in the community are socialization related to children's rights, child care patterns, prevention of violence against children, services and rapid handling of cases of violence that occur, social activities with the sub-district and data collection of cases of violence that occur and are handled. However, in its implementation in the field it is still not optimal and maximal to achieve the goals that have been set. This is due to limited resources, PATBM cadres who go to the field only when there is a case of violence, there is no routine schedule for the implementation of activities and evaluation of PATBM policies by the PPPA Service and PATBM cadres, minimal supervision of the targets set. Thus, the efforts that can be made by the PPPA Service can work transparently to community responses, direct and optimize budget use, increase routine activities and provide planned work achievement targets in the implementation of the PATBM policy.
