Este artículo forma parte de una extensa investigación sobre la governance del agua en América del Norte, principalmente en materia de contradicciones en la aplicación de políticas públicas, los vínculos de los conflictos por el agua con la pobreza urbana y las prácticas informales como la ‘separación’ del mundo institucional. Dicho proyecto recibe financiamiento del Social Sciences and Humanities Research Council of Canada (SSHRC/CRSH), del Consejo Nacional de Ciencia y Tecnologîa (Conacyt) de México, así como del Instituto Hydro-Quebec.
