Le Canada est un pays extrêmement vaste et peu peuplé. Pour fonctionner de façon optimale, il doit pouvoir compter sur un réseau complexe de moyens de transport et de communication à la fine pointe de la technologie. Le Canada, inévitablement, devait s'intéresser aux choses de l'air et à l'aviation. L'implantation d'une industrie en terre canadienne ne date donc pas d'hier; des fabricants sont apparus très tôt, avant la Première Guerre mondiale. Depuis les tout débuts, le gouvernement fédéral et, en particulier, le ministère de la Défense ont joué un rôle très important dans l'évolution de ce secteur industriel. Dans cet exposé, nous voulons étudier le réseau de relations qui s'est créé entre l'état fédéral et les fabricants d'avions qui constituent le gros de l'industrie aéronautique au Canada, entre 1920 et 1965. En somme, nous voulons vérifier jusqu'à quel point une industrie aéronautique puissante peut exister, dans un pays comme le Canada, sans politiques à long terme et sans un afflux massif de capitaux gouvernementaux. Pour ce travail, nous avons choisi une approche chronologique qui s'inspire d'un schéma proposé par un historien américain spécialiste des questions militaires, Robin Higham. Chacune des deux périodes étudiées se rattache à un conflit majeur du vingtième siècle : la Seconde Guerre mondiale, et la guerre de Corée. Ce découpage met en lumière les politiques de développement de plus en plus élaborées de l'état fédéral. Ces projets n'ont pas donné les résultats prévus. Le Canada, en effet, n'a jamais eu de politique globale en aéronautique. La raison semble simple : le Canada n'est pas un pays neutre. Il fait partie d'alliances plus ou moins formelles qui limitent beaucoup sa liberté de manoeuvre. Ces contraintes, liées à une augmentation vertigineuse des coûts du matériel et à l'intégration économique et militaire du Canada et des Etats-Unis, expliquent le déclin progressif de l'industrie aéronautique au pays après 1959.
