Abstract
L'ensemble des dettes de l'Etat rsultant des emprunts que ce dernier a mis ou garantis reprsentent l'endettement public.Depuis la crise de 2007, la plupart des pays dvelopps se sont retrouvs assaillis par un endettement public de plus en plus pesant qui dpasse dans le cas du Japon 200% du PIB.Cette situation s'est aggrave durant l'anne en cours puisque les taux d'endettement des tats de la zone de l'Organisation de Coopration et de Dveloppement conomiques (OCDE) devraient s'accrotre ou rester des niveaux levs.Selon le rapport The OECD Sovereign Borrowing Outlook 2013, le ratio de la dette des administrations publiques au PIB dans les pays de l'OCDE devrait se situer 111,4 % en 2013.Les crises conomiques des annes 1990 et 2000 ont affect les conomies des pays dits mergents .Elles leur ont tout de mme servi de leons pour assainir leurs finances publiques.Ainsi, des pays comme l'Indonsie, la Russie, la Turquie ou encore le Brsil qui ont subi, auparavant, les consquences de ces crises, ont pu ensuite rtablir l'tat de leurs finances publiques.
