Abstract
\nHingga triwulan ke empat di tahun 2022, masih ada beberapa Rancangan Peraturan Daerah (Raperda) Kota Bandar Lampung yang menggantung dan tidak selesai.Tujuan penelitian ini mengetahui Kinerja Dewan Permusyawaratan Rakyat Daerah Kota Bandar Lampung dalam Membuat Peraturan Daerah di Kota Bandar Lampung dengan menggunakan teori Robbins yaitu kualitas, kuantitas, ketepatan waktu, efektivitas, kemandirian, dan lingkungan. Metode penelitian ini menggunakan deskriptif kualitatif. Teknik pengumpulan data yang digunakan pada penelitian ini yaitu observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa kinerja DPRD Kota Bandar Lampung dalam membuat peraturan daerah belum optimal. Dari indikator kualitas, dalam membuat Peraturan Daerah tidak mampu melihat secara faktual kepentingan masyarakat dan keadaan di lapangan. Kuantitas, kinerja DPRD dalam indikator kuantitas masih kurang maksimal dalam menjalankan fungsinya sebagai lembaga legislatif, terutama jumlah peraturan daerah yang dihasilkan. Waktu penyusnan rancangan peraturan daerah dari inisiatif DPRD masih kurang sesuai dengan waktu yang ditetapkan. Peraturan daerah yang dibuat DPRD Kota Bandar Lampung belum efektif dalam menyalurkan aspriasi masyarakat Kota Bandar Lampung. Sedangkan untuk indikator kemandirian, DPRD Kota Bandar Lampung berkomunikasi dengan masyarakat maupun akademisi untuk menciptakan Raperda yang berlandaskan kepentingan masyarakat dengan mendengarkan aspirasi rakyat. \n \nKata kunci: Kinerja, Dewan Perwakilan Rakyat Daerah, Inisiatif. \nABSTRACT \n \n \nTHE PERFORMANCE OF BANDAR LAMPUNG CITY DPRD IN MAKING REGIONAL REGULATIONS \n(Study at the Regional People's Representative Council of \nBandar Lampung City) \n \nBy \n \nANDIKA FERIYANTA \n \nUntil the fourth quarter of 2022, there are still several Draft Regional Regulations (Raperda) for the City of Bandar Lampung that are hanging and not finish. The purpose of this study was to determine the performance of the Bandar Lampung City Regional People's Consultative Council in Making Regional Regulations in Bandar Lampung City by using Robbins' theory, namely quality, quantity, timeliness, effectiveness, independence, and environment. This research method uses descriptive qualitative. Data collection techniques used in this study was observation, interviews, and documentation. The results of the study show that the performance of the Bandar Lampung City DPRD in making regional regulations is not optimal. From the quality indicators, in making Regional Regulations it is not able to see factually the interests of the community and the situation on the ground. Quantity, DPRD performance in terms of quantity indicators is still not optimal in carrying out its functions as a legislative body, especially the number of regional regulations produced. The time for drafting regional regulations from the DPRD initiative was still not in accordance with the time set. Regional regulations made by the DPRD of Bandar Lampung City have not been effective in channeling the aspirations of the people of Bandar Lampung City. As for the indicators of independence, the DPRD of Bandar Lampung City communicates with the public and academics to create a Raperda that is based on the interests of the community by listening to the aspirations of the people. \n \nKeywords: Performance, Local People's Representative Councils, Initiatives. \n
