Le rôle des institutions dans le processus d'intégration et de rétention des diplômés de La Réunion à Gaspé et à Rimouski

RÉSUMÉ: Ce mémoire porte sur les parcours de jeunes adultes immigrants, venus de l’île de La Réunion, qui se sont installés à Rimouski et à Gaspé, deux villes moyennes éloignées des centres urbains, après avoir obtenu leur diplôme d’études collégiales dans ces deux villes. Cette recherche s’inscrit dans un contexte régional de déclin de la population et de manque de main-d’œuvre qualifiée. Les élus et dirigeants locaux misent sur la régionalisation de l’immigration comme solution partielle à ces enjeux démographiques et économiques. Toutefois, la rétention des nouveaux arrivants en région demeure fragile et comporte de nombreux défis, comme l’accès au marché du travail, la présence d’un réseau social, l’accès au logement, l’ouverture de la société et les choix de l’immigrant. Notre objectif est d’explorer le rôle des institutions dans le processus d’intégration et de rétention des Réunionnais dans leur communauté d’accueil. Selon notre hypothèse, les institutions joueraient un rôle. Nous nous interrogeons sur son importance, sa temporalité et sa nature. Afin de structurer la recherche, nous avons privilégié un cadre théorique sur les parcours de vie, afin d’observer le rôle des institutions dans la chronologie du parcours des immigrants délimité par des trajectoires et des transitions. Nous avons fait notre collecte de données à l’aide d’entretiens semi-dirigés qui ont fait appel à la mémoire et à la subjectivité des 24 participants. Nous avons interviewé 16 diplômés de La Réunion et 8 représentants des institutions, répartis sur nos deux terrains de recherche. \nDans l’analyse des données, il ressort de cela que les institutions, principalement le cégep et le territoire, occupent les rôles les plus importants dans l’attraction, l’intégration et la rétention des étudiants internationaux, avant l’arrivée au Québec et pendant les études. Le cégep a un rôle important dans ce processus en favorisant, par différentes actions, l’accès à l’emploi, au réseau social et au logement ainsi que l’ouverture de la communauté et en influençant les choix des immigrants. L’administration municipale se fait plus discrète et elle est parfois absente auprès des nouveaux arrivants, même si la régionalisation de l’immigration est présente dans les discours officiels. -- Mot(s) clé(s) en français : immigration; régionalisation; institution; parcours de vie; intégration; rétention; cégep; Gaspé; Rimouski; La Réunion. -- ABSTRACT: This thesis focuses on the trajectories of immigrants from La Reunion Island who settled in Rimouski and Gaspé, two medium-sized towns far from urban centers, after graduating from colleges in these two cities. This research is part of a regional context of population decline and lack of skilled labor. Local elected officials and local leaders rely on the regionalization of immigration as a partial solution to these demographic and economic challenges. However, the retention of newcomers to the region remains fragile and involves many challenges, such as access to the labor market, presence of a social network, access to housing, openness of society and the immigrant’s choices. Our goal is to explore the role of institutions in the process of integration and retention of La Reunion Islanders in their host communities. According to our hypothesis, institutions would play a role. We wonder about its importance, its temporality and its nature. In order to structure the research, we have focused on a theoretical framework on life paths, in order to observe the role of institutions in the chronology of immigrants' paths delimited by trajectories and transitions. \nWe collected data using interviews that rely on the memory and subjectivity of the 24 participants. We interviewed 16 graduates of La Réunion and 8 representatives of the institutions, spread over our two research fields. In the analysis of the data, it appears that the institutions, mainly CEGEP and the territory, occupy the most important roles in the attraction, integration and retention of international students before arriving in Quebec and during studies. The CEGEP has a clear role in this process by promoting access to employment, social networking and housing, as well as the opening up of the community and the shaping of the immigrant's personality through various actions.
