Les études portant sur les coûts des lésions professionnelles au Québec sont très rares. Les quelques études québécoises répertoriées estiment les coûts spécifiques aux entreprises. La présente étude innove en estimant les coûts globaux des lésions professionnelles, tant humains que financiers. Pour ce faire, la méthode du capital humain est utilisée afin d’estimer la productivité perdue. Ensuite, pour chaque lésion acceptée par la CSST, les coûts humains sont estimés en utilisant conjointement un indice d’état de santé et une estimation de la valeur statistique d’une vie humaine obtenue à partir de la méthode de la disposition à payer. Les estimations sont essentiellement produites en utilisant des données provenant de la Commission de la santé et de la sécurité du travail du Québec (CSST). Il en ressort que les coûts globaux des lésions professionnelles survenues au cours d’une année au Québec sont estimés à 4,62 milliards de dollars, en moyenne, pour les lésions de la période 2005-2007. De ce montant, environ 1,78 milliard est attribué à des coûts financiers et 2,84 milliards à des coûts humains. Le coût moyen d’une lésion professionnelle s’élève à 38 355 $. En raison des limites de la présente étude, il s’agit probablement d’une sous-estimation des coûts. L’analyse des résultats permet d’identifier des descripteurs de lésions et des industries pour lesquels les coûts sont les plus importants. On constate, entre autres, que les lésions provenant de l’exposition au bruit sont celles qui engendrent le coût moyen par lésion le plus élevé. Lorsqu’on analyse les coûts par industrie, on retrouve en tête de liste les principaux secteurs des groupes prioritaires ciblés par la CSST (ex. : mines, forêt, construction). On retrouve également des industries qui ne se situent pas dans les premiers groupes prioritaires (ex. : services de gestion des déchets et d’assainissement). Cette étude permet de mieux saisir l’importance des coûts engendrés par les lésions professionnelles au Québec. Les résultats de ces estimations constituent une source d’information pertinente afin d’aider à la détermination des orientations de recherche en SST, ainsi qu’en prévention. Abstract Studies on the costs of occupational injuries in Québec are quite rare. The few Québec studies retained estimate the costs specific to companies. This study innovates by estimating the overall costs—human as well as financial—of occupational injuries. It does so by using the human capital method to estimate the productivity losses. Then, for each injury accepted by the Québec workers’ compensation board (CSST), the human costs are estimated using a health status index in combination with an estimate of the value of a statistical life obtained using the willingness-to-pay method. The estimates are produced mainly using individual data from the CSST. The overall costs of the occupational injuries occurring in one year in Québec are estimated at an average $4.62 billion for the injuries from the 2005–2007 period. Of this amount, $1.78 billion is attributed to financial costs and $2.84 billion to human costs. The average cost of an occupational injury totals $38,355. Due to the limitations of this study, these costs are probably underestimated. Analysis of the results allows us to identify the injury descriptors and industries for which the costs are the highest. We note, among other things, that noise exposure injuries are those with the highest average cost per injury. Analysis of the costs per industry shows the main industries of the priority groups targeted by the CSST (e.g. mining, forest products, construction) to head the list, along with industries not among the top priority groups (e.g. waste management and remediation services). This study provides a clearer understanding of the magnitude of the costs related to occupational injuries in Québec. The results of these estimates are a relevant source of information when determining research directions in OHS and prevention.
