Le présent document s’agit de la dernière Assemblée générale de l'OACl, tenue en septembre 1995 à Montréal, le groupe africain a défendu une position commune africaine préparée par la CAFAC, la CEA, l'OUA et l'AFRAA, sur les systèmes de ou communications et de surveillance et la gestion du trafic aérien. Dans cette note, le groupe africain a de demande à la communauté internationale, d'organiser une conférence mondiale sur le financement des systèmes CNS/ATM. Cette demande a été acceptée et l'QACI a été chargée d'organiser ladite conférence. Le gouvernement du Brésil a accepté d'abriter la conférence du 11 au 15 mai 1998 à Rio de Janeiro.
