La région du Saguenay-Lac-Saint-Jean vit une diminution démographique, phénomène qui s'étendra dans quelques années à l'ensemble du Québec qui souffre jusqu'à maintenant que d'une diminution du taux de croissance de sa population. D'ailleurs, au tableau 1, vous pourrez constater que toutes les régions périphériques du Québec (en gras dans le tableau) à l'exception du Nord-du-Québec ont connu une diminution de leur population entre 1991 et 2001. Il faut aussi conjuguer avec un vieillissement qui s'accentue. Cette situation est attribuable à un faible taux de natalité et un solde migratoire qui d'année en année s'inscrit à l'encre rouge. Seulement au cours de notre dernière période sous observation, soit 2001-2002, les données issues des déclarations de revenu montraient un solde migratoire négatif de 3 081 individus dont un peu moins de la moitié se situait dans la classe des 18-24 ans. Un tel chiffre représente un bilan de 59 individus en moyenne par semaine qui quitteraient le Saguenay-Lac-Saint-Jean. Ainsi, les baisses de population sont dues en grande partie à l'exode des jeunes qui quittent leur région pour aller poursuivre des études supérieures dans les grands centres et ne reviennent pas.
