Abstract
Samhällsomställningen under 1990-talet har skapat nya förutsättningar för samhällsplaneringen. Marknadsaktörerna styr utvecklingen i väsentligt större omfattning. Den offentliga sektorns ekonomiska styrka är försvagad. Beslutsmakt har flyttats från politiska organ till domstolar. EU styr villkoren för samhällsplanering genom direktiv och fonder. EU har också utvecklat en planering över nationsgränser. Relationen mellan stat, region och kommun har förändrats och kan komma att ytterligare kraftigt förändras. Det kommunala planmonopolet är ifrågasatt. Förslag till ny lagstiftning är under beredning i regeringskansliet. Ansvarsfördelningen mellan staten, regionerna och kommunerna utreds. Vadstena Forums symposium år 2006 syftade till att med utgångspunkt i vetenskapliga studier belysa och diskutera hur dessa förändringar påverkar samhällsbyggandet och samhällsplaneringen. Vid Vadstena forum medverkade tretton forskare från skilda discipliner och institutioner. Deras uppsatser låg till grund för diskussi nerna. Efter symposiet har forskarna haft tillfälle att utnyttja diskussionerna vid symposiet och vidareutveckla sina uppsatser. De uppsatser som presenteras i denna bok utgör därigenom också en dokumentation av symposiet.
