Abstract
La Charte internationale d’Ottawa pour la promotion de la santé, proclamée en 1986, matérialise un changement de paradigme dans le champ des politiques de santé publique. La promotion de la santé induit une réorientation de la prise en charge de la santé publique en direction des individus et populations. Se faisant, elle vise à les mettre en capacité d’exercer une meilleure maîtrise sur leur santé et de l’améliorer par leur participation à la définition des problèmes, à l’élaboration des solutions et à leur mise en oeuvre. Ce changement de paradigme se produit conjointement à la transformation de l’action publique lors de la réforme de l’État-Providence vers sa forme néolibérale, qui ne sera pas sans effets sur les objectifs de la « nouvelle santé publique ».
