Abstract
SrR: This report will summarize the work of tile Department of the Interior for the past year and exllibit to some degree the great responsibility devolviug upon the Secretary, and the almo,'t incessant labor required in supervising and directing the varied national afl'airs submitted, under you, to his control.It has been a year of much executive achievement in all the bureaus of this Department.From the public domain a new Territory has been formed and organized; former Territories have advanced to States; four, admitted to the Union last year, have obtainerl full representation in both houses of Congress; aud two more, admitted this year, have elected their State officers and are about to choose their national representatives.No small part of the satisfaction and good feeling of the people of the Sates of Wasllington, l\1ontana, North Dakota, Souti1 Dakota, Idaho, and.\Vyoming, exhibited at tileir most recent elections, is known to be due to the liberal and just execution of the land laws, tile pension laws, and the sympathetic interest of the officers of the General Government in the rights and welfare of tile Western settlers.As Territorial organizations have changed into permanent State gov-ernment~, so "Oklahoma," has become a Territory by act of Congress approved 1.\'Iay 7, 1~90, and is shown by the census of 1890 to have over 56,000 inhabitants ..And again, while this Territory has been forming, great additions from the Indian reservations have been made to the ]Hl blie domain soon to be opened to settlement.The varions Indian commissions have made agreements, now awaiting Congressional action, witll different tribes for many millions of acres.Thi~ formative period is one of intense interest 110t only to our lawmakers and constitutional rnlers but to our wllole people as tiley view the present and prospective great increase of State~ over which the National Constitution continues to expand, and this period will hereafter, it is believed, be found to have been one during which the Republic's vitality and stability were very seYerlly tested..The line of f1tates is lN'l' 90-VOL I --I I II REPORT OF THE SECRETARY OF THE INTERIOR.now, however, continuous across the continent and from Canafla to Mexico, an<l yet no weakBess in government has been found to arise from the distance at which its power must be exercised; while the in crease of the population over whicll it prevails tends only to make it stronger and more permanent.There is presented in this report extended facts, comments, suggestions, and recommendations upon the subjects shown in the preceding table of contents of twenty-one separate bureaus, institutions, parks, etcs., under control of the Secretary.This gives a bird's-eye view of the variet;\T and importance of the afl:'airs of the Department:A table showing the force by which this work is done, under the supervision of the Secretary is annexed (Appendix A).It aggregates 16,120 persous.The business of the different bureaus, institutions, Territories, and reservations are now to be dealt with in detail.
