Análisis del Impacto del Cumplimiento de los Certificados INEN en la Desaduanización de Importaciones de Textiles en la Ciudad de Guayaquil

Abstract
En el presente trabajo se ha podido analizar los efectos que ha tenido el cumplimiento de los Certificados de Reconocimiento INEN en la desaduanización de las importaciones de textiles de la ciudad de Guayaquil, debido a la aplicación de la resolución No 116 del Comité de Comercio Exterior (COMEX) emitida el 19 de Noviembre del 2013 y puesta en vigencia desde el 3 de Diciembre del mismo año a través del Servicio Nacional de Aduana del Ecuador SENAE. Esta medida implementó como documento adicional a la declaración aduanera, la presentación del “Certificado de Reconocimiento INEN” y el cumplimiento del Reglamento Técnico Ecuatoriano RTE INEN 013 (Primera Revisión) “Etiquetado de Prenda de Vestir, Ropa de Hogar y Complementos de Vestir”. A esto se suman las tasas de salvaguardias que fueron implementadas por el Gobierno Nacional ecuatoriano debido a factores macro económicos entre los cuales se mencionan: la baja del precio del barril de petróleo en el mercado internacional, la apreciación del dólar frente a las demás monedas y el desequilibrio de la balanza comercial donde las importaciones han superado a las exportaciones. Al final se muestran las conclusiones y recomendaciones de este trabajo que servirán para mejorar el proceso de obtención del Certificado de Reconocimiento INEN y disminuir los tiempos de desaduanización de la mercadería.
