Abstract
En referencia a su atento oficio número 002-JCC, de 19 de febrero del presente año, mediante el cual remite a esta Entidad el Presupuesto para 1979 de la Junta Pro-Construcción de la Catedral de Portoviejo, para su estudio y correspondiente dictamen, cúmpleme comunicarle que la Junta Nacional de Planificación y Coordinación Económica emite dictamen favorable sobre el mencionado documento, con las siguientes observaciones: \na)\tEs menester se informe en qué etapa de construcción se encuentra la Catedral de Portoviejo y se envié un presupuesto actualizado de la obra ya que puede apreciarse que año a año hay un acumulamiento del saldo de caja, evidenciando que no se cumplen etapas de trabajo. Esta política no es aconsejada si se considera que por efectos de la inflación, los costos de construcción son cada vez más altos y, mantener recursos financieros ociosos conduce únicamente a que la obra se vaya constituyendo en una meta inalcanzable.
